Social Contracts 2019
What is a Social Contract?
The POP network initiative aims to increase public debate and information among citizens on electoral platforms of parties and candidates for mayors, as well as orienting these platforms towards the needs and priorities of citizens. To achieve this goal, a Social Contract has been drafted for all municipalities, where network organizations operate, which is signed by the respective Mayor. The Social Contract is a document drafted with the priorities of the citizens from meetings, focus groups and forums organized during the pre-election period 2019. Community priorities are based on four main pillars:
- Public Services
- Local Democracy and Good Governance
- Local Economic Development
- Social Dimension at Local Level
Social Contracts are not merely a written pledge, but an actionable engagement for future elected mayors to meet these priorities within four years of their term.
In 2021, with the expansion of the network in Elbasan, Korça and Vau i Dejës, Social Contracts were drafted and signed in these municipalities as well.
