Monitoring Reports of Municipal Work During the COVID-19 Pandemic

POP 2020 aims to "Monitor the implementation of the social contract at the local level." During the first phase of this initiative, the POP network aims to lobby and advocate for the fulfillment of citizens' priorities in the municipalities where the Social Contracts are signed: Tirana, Kamza, Durres, Fier, Vlora, Shkodra, Kukes, Puka and Pogradec also aims to involve the community in decision-making. With the situation created by COVID-19, the members of the POP network adapted the activities to follow the reaction of the central and local government as well as the problems of the community that these organizations represent. During the months of March and April 2020, the following activities were realized:

• Monitoring of Municipal Councils and the activity of municipalities regarding implementing
measures in the framework of natural disasters due to pandemics;
• Reporting findings and recommendations;
• Confrontation with the local government regarding the report issued by this monitoring;
• Lobbying and advocacy for fulfilling the priorities of the citizens, especially within the Social Dimension, Transparency and Accountability in the COVID-19 period.
